The pier has been given a facelift for the 2016 season, and there are new shops and restaurants to enjoy (most notably, The Grapes and The Ritz). In the 1920's, many of Blackpool's famous bars were owned by immigrants from the Caribbean and North America, and they had a reputation for being rough. This reputation, of course, still holds, and you can find the rough stuff all over Blackpool, but it is definitely getting better now (thanks in part to the help of the Blackpool Historical Society). There are a few more old Blackpool bars around, but the one I remember best was The Lid. It was opened in 1879 and had a reputation as being the roughest bar in Blackpool (if that makes any sense!). Although it is not possible to find this old bar, they are well worth a visit! The bar itself has been restored and is now run by local people. They are known for being a good sweedish men atmosphere and having a wide variety of drink and food options, and it's often full. I'm not sure if it is the fact that it is in the old town (the old town used to be the original Blackpool, but now is mostly the new town), but I've found it quite enjoyable at night. The food and drink is also very good, and you can find a number of local places that do great food.
